General

The board of education, representing the people of the town, shall be the legislative body, which determines all questions of general policy to be employed in the conduct of the school. In determining school policy it shall (1) hear and consider facts and recommendations; (2) adopt a plan, policy, or course of action; and (3) authorize the superintendent of schools, its legal executive officer, to carry out its legislation.

The mention hereinafter of specific duties shall not be interpreted to exclude power and duties not mentioned but incident to the board as a body of school control.

Specific

1. At the regular meeting in May or at any other regular meeting when there is a vacancy in the superintendency, the board shall elect a superintendent of schools as prescribed by state statutes. The Board shall conduct an evaluation of the Superintendent on an annual basis. The superintendent may be elected for a period up to and including three years.

2. To authorize the formulation, modification and elimination of bylaws, rules and regulations needed for the direction and management of the schools and other agencies and activities under the board.

3. To pass upon and adopt an annual budget.

4. To authorize all bargaining unit contracts. Board Members will be afforded at least 7 days in which to review all bargaining unit contracts prior to submittal for full Board approval. 

5. To fix the salaries of all teachers according to the provisions of the salary schedule in force and of all other officials and employees.

6. To create, abolish, modify, and maintain such positions, schools, divisions and classifications as may be necessary for the efficient administration of the work. This would and should include the creation of any new position such as head of a department or supervisor.

7. To approve all expenditures made within the adopted budget including all transfers between line items of the budget.

8. To approve the course of study which shall be given in the schools. No curricula or program or courses of study will be changed as to content, scheduling or frequency without approval of the board.

9. To authorize the selection, determination, purchase and provision of such books, apparatus and equipment, furniture, tools, and other supplies as may be necessary for the proper and efficient management of the schools, and other educational, social, and recreational agencies and activities under its management and control.

10. To require the superintendent to present recommendations to the board and review for administrative or supervisory positions, which may be created by the board. The superintendent is authorized to fill positions of teachers, custodians, maintenance workers, secretaries, enumerators, managers and other non-administrative positions as replacements are necessary and submit additions to staff.

11. To authorize the preparation and publication of an annual report to the community as required by statute and in accordance with requirements as set forth for the Town Report.

12. To require the superintendent to make such reports of the educational and other activities under their charge as may be legitimately requested by state of national authority.

13. To require the superintendent to announce to the entire school system a description of the creation of any new position or vacancy, consistent with applicable collective bargaining agreements.
