Policy The Plainville Board of Education has the responsibility and ultimate authority to formulate, approve and rescind policy. The board encourages involvement of faculty, students, and community in improving the existing policies and in proposing additional policies.

Establishing a Need

The Board of Education will consider policy needs expressed by students, parents, staff, residents and board members and will consider policy changes suggested or mandated by local, state or federal law.

The Process for Developing Policy/Revision

1. Anyone who wishes to suggest a policy change or to propose a new policy should contact the Superintendent and/or Board Member for instructions on how to proceed.

2. The Superintendent (or designee) and/or the Board Chairperson (or designee) will review any proposed policy or revision prior to the assignment of the policy/revision to the Policy Advisory Committee (PAC) for the development and approval process.

3. The PAC will assign one of its members to sponsor the policy/revision.

4. The sponsor(s) will develop or refine the policy or revision and submit it to the PAC for their review and recommendations. A policy overview form will be attached to the draft policy/revision when presented to PAC.

NOTE

The Policy Overview will remain

with the draft policy/revision
until the policy is approved by
the board and districted to staff.

5. After the PAC has reviewed the draft policy/revision and all necessary changes have been made, the school district's attorney will review the draft policy/revision for legal implications (whenever appropriate).

6. The draft policy/revision with a completed policy overview will be presented to the Board of Education for a first reading.

NOTE
The Board will accept verbal and
written comments from the public
concerning a proposed policy/revision
at or following the first reading of the
policy/revision by the board.

7. The reviewed policy/revision is returned to PAC for consideration and incorporation of all appropriate comments.

8. Except in cases of emergency, as determined by the board, at least one month will be allowed between a first policy/revision reading and final approval by the board.

The sponsor/sponsors should be present for the board's first reading and approval of their policy/revision.

The Board of Education will, working with suggestions from PAC, plan for orderly upgrade of the online policy manual. When PAC identifies an obsolete policy, a policy rescind form will be completed and forwarded to the Board of Education for their approval. When approved, the policy will be removed from the system.
